About the Event

As CHWs know from working within their communities, many Arizonans experience unmet legal needs, such as housing instability, financial insecurity, and threats to personal safety. The reality, however, is that as recently as 2024 Arizona ranked 49th nationally for attorneys per capita, with 2.1 lawyers for every 1,000 Arizonans. For our 11 of 15 counties considered “legal deserts” -- or places without any or enough lawyers, self-help tools, and legal resources -- this ranking can be dire for communities with unmet civil legal needs. This webinar explores the ways that Arizona has risen to this challenge and now leads the nation in authorizing new categories of legal helpers. Building on 7 years of community research, partnership, and advocacy, join us to learn more about the Arizona "Certified Community Legal Advocate Program" and how a new network of legal care providers are working to bring justice home.


In this session, you’ll learn to:

  • Understand the CCLA Program: Discover the value of trauma-informed, community-embedded legal care.

  • Identify Partnerships: Uncover collaboration opportunities for CHWs, referral partners, and community leaders.

  • Build Referral Pathways: Learn about the CCLA organizations providing trusted community legal advocacy.


Speakers : Antonio M. Coronado & Shannon Simone Hayers


Antonio M. Coronado is the Co-Coordinator of Community Legal Education Programs at Innovation for Justice. Since 2023, Antonio has co-administered Innovation for Justice’s suite of legal empowerment programs in Arizona and Utah across three civil legal practice areas. They are an internationally recognized justice work scholar and serve as a Professor of Practice at the University of Arizona James E. Rogers College of Law.





Shannon Simone Hayes is an Arizona Certified Community Legal Advocate ("CCLA") with Gervonni Cares, Inc. and a Peer Mentor with Innovation for Justice. In her Peer Mentor role, she provides practice-based guidance, coaching, and support to CCLAs as they navigate client advocacy, ethical practice, and the implementation of community legal advocacy. As the third-ever CCLA in Arizona, Shannon brings frontline expertise in eviction prevention, tenant advocacy, and expanding access to justice.
